Timmins, ON – The Cochrane District Services Board (CDSB) has released the Everyone Counts: Cochrane District 2025 Enumeration Report, the region’s fourth Point‑in‑Time (PiT) Count measuring sheltered and unsheltered homelessness across the District.
On the night of October 9, 2025, a total of 306 people were identified as experiencing homelessness—189 sheltered and 117 unsheltered—across Cochrane District communities. This snapshot represents only a portion of the broader homelessness landscape in the region.
Key findings from the 2025 Enumeration and BNL data include:
- Unsheltered homelessness has nearly tripled in the Cochrane District since 2021 (from 39 individuals to 117).
- The number of people staying in encampments increased by 29% from 2024 to 2025.
- Rising numbers of individuals are moving into remote or hidden areas, making enumeration and support more challenging.
- Indigenous peoples, youth, and individuals with complex health needs continue to be overrepresented, reflecting longstanding systemic inequities.
Looking ahead, the CDSB will continue strengthening regional collaboration, expanding deeply affordable and supportive housing options, improving coordinated access and data systems, and developing a district‑wide homelessness strategy grounded in Indigenous leadership, lived and living experience, and community partnerships. By building on the findings of this report and investing in long‑term solutions, the Cochrane District aims to make homelessness rare, brief, and non‑recurring.
