Employment Consultant – Job Developer (x2)

Job Reports to: Manager of Programs and Special Initiatives
Salary: $30.28 – $36.29

SUMMARY

The Employment Consultant/Job Developer helps plan, implement and monitor activities related to approved Employment Ontario Programs. The incumbent engages with prospective and referred clients, supporting common assessments and career pathway planning, providing opportunities including but not limited to training and assessments, making referrals, and supporting a client’s pathway to employment all in accordance to SSM guidelines. The role also includes liaising with area employers to understand their current and forecast workforce needs. The role includes overseeing the Employment Services targets are met, ensuring service quality, and performing various duties related to client services, job placements, and career guidance. Key responsibilities include client interviews, service planning, job search assistance, employer support, data management, and community engagement.

KEY RESPONSIBILITIES OF POSITION

All key responsibilities are to be carried out following specific SSM guidelines.

Client Assessment and Service Planning

  • Conduct interviews to assess client suitability for various programs.
  • Complete needs assessments to evaluate a client’s employment situation, identify and clarify employment barriers, and develop a return-to-work action plan.
  • Develop Service Plans with clients, outlining employment strengths, barriers, and goals.
  • Liaise and work with Ontario Works team members to support client journey to employment


Employment and Career Support

  • Provide employment counselling to help clients resolve employment-related issues, define realistic goals, and identify activities needed to achieve them.
  • Assist clients in creating or updating job search materials.
  • Provide resources and guidance for independent job searches.
  • Inform clients about community services and refer them as needed.
  • Research, develop, update, and deliver workshops (online or in-person) in collaboration with Employment Ontario (EO) providers.


Employer and Community Engagement

  • Identify and negotiate placement opportunities for clients.
  • Liaise with employers, government agencies, and community service providers.
  • Support employers in attracting employees.
  • Recruit participants and employers at job fairs and community events.
  • Appraise work sites for safety and quality of training, as required.
  • Develop skill training plans with employers.
  • Monitor and provide local labour market information through contacts with clients, community groups, and employers.


Administrative Responsibilities

  • Enter client information, action plans, interventions, and results into the CaMS system daily per SSM guidelines.
  • Analyze CaMS weekly and monthly reports to assess productivity and target levels.
  • Reconcile monthly statistical reports and correct errors.
  • Monitor client caseload data and implement strategies to meet targets.
  • Monitor wage subsidy expenditures and training support allowances.
  • Collect and maintain accurate statistical data to achieve targets.
  • Manage client files according to SSM guidelines.
  • Keep accurate notes by documenting all participant activities and interventions.


Team Collaboration and Miscellaneous Duties

  • Provide backup support to team members as needed.
  • Attend meetings as directed by management.
  • Offer ongoing career guidance and make referrals to appropriate community services.
  • Agree upon and commit to action plans intended to move clients toward employment, submitting appropriate applications and recommendations for SSM approval.
  • Perform other related duties as assigned.

JOB REQUIREMENTS

  • Strong interpersonal and communication skills.
  • Excellent assessment skills.
  • Demonstrated organizational skills and ability to meet recording demands and responsibilities.
  • Proficiency in word processing programs, Social Assistance and Employment Ontario software
  • Good working knowledge of the full range of programs delivered by the CDSB including Ontario Works, Childcare and Social Housing.
  • The successful candidate will demonstrate knowledge of and sensitivity to diverse cultural communities, including Indigenous, Francophone, and other underrepresented groups. Preference will be given to individuals who possess lived experience or deep understanding of these cultures, and who can apply this knowledge to foster inclusive, respectful, and culturally responsive employment services. 


EDUCATION & EXPERIENCE

  • Two-year College Diploma in Social Sciences with related experience or a combination of education/experience acceptable to the employer.
  • Two years of experience in social services, preferably in the delivery of income maintenance and employment programs.
